a player should be allowed to miss a couple of turns (2 or 3), since sometimes there are technical difficulties--like suddenly becoming a dysfunctional mouse user. So I dont think being away should automatically equal surrender; on the other hand, i agree that away players should not receive points

its unfair that ppl hu have left the game can still get a higher position than someone who was stronger at that point, but 10 minutes later loses, yet the player who surrendered is still there as they are no longer a threat to others so they are not attacked

I think it's ok as it is. Right now, the away players are dealt with by the remaining players however they see fit, which depends from game to game.

I've even seen them used as interesting leverage, ie. "I'll kill them off only if you don't attack me", etc. etc.

I agree with all, but the merged idea "When someone surrenders they should not get a higher rating if were are killed off before their spaces" As honestly, surrendering maintains your resources despite the loss, which seems like it should be better for you in the long run.
