Some things are important imho: - long term experience - no history of bans, pge, pga, ... We do need mods. The pure presence makes behavior better. You can notice that the very few times a known mod just watches a table. The ranting, cursing, revenging and other shit gets less. I don't think having won medals is important. Often top positions do need some sort of support to reach and defend them. That might be a problem for a mod, but not a knock-out criterium to me as people change and develop. Most important, we do not need just ONE mod. Power corrupts character. We've seen that here and on many other occasions. We need SEVERAL mods that can control each other. They don't need to discuss every decision, but if one of them goes nuts, and we've had examples of that, it is good to have others to counteract weird activities (and to report them to you). Furthermore, having more mods you have less work for each one. Given the proxy-phase, no single mod could ban all of those. There was work done, but not enough. More mods would have been better. So, whomever you choose, make it several mods. In that case it is not that bad if one of them takes a break or another gets strange ideas - there is a remaining group that might be replenished.
